Individual / Partner Officer Response


TDI has been teaching the active shooter/killer, individual and partner officer response for over 6 years. TDI has teamed up with National School Resource Officers as the sole provider of training for the NASRO active shooter program. The individual/partner officer response in many parts of the country may be the only viable response. And in active killer incidents, time is the critical factor. How many are you willing to sacrifice before you respond?

The NASRO – TDI Active Shooter Class is 5 days. This class can be modified to fit the needs and time frames of an individual department or group. TDI recognizes law enforcement budget restraints, let TDI discuss your needs with you and we can come up with a viable program for your organization. Law Enforcement, Corporate Security, Church/Synagogue Safety/Security teams. 

We Classify Active Killers Into Three Types:

1 – One or two killers with probable multiple weapons with minimal or poor planning.
2 – One or more killers with multiple weapons with better planing including the use of devices such as improvised explosive devices or devices to hamper law enforcement interdiction such as chaining doors.
3 – Full blown terrorist incident.

Note: Areas perceived to be “Gun Free” zones are at particularly high risk.

Overview of what this course covers:

Many in law enforcement are skeptical of the single/partner officer response. There are some valid fears and potential for injury, that same potential exists regardless of the response. Between data gathered by Ron Borsch (S.E.A.L. Academy) and the hundreds of successful force on force scenarios by TDI through the NASRO classes the single officer response is a perfectly viable response. However, not the only response. We believe in the multi-tiered approach including multiple patrol officers acting as a team and the Tactical Team (SWAT) response. Since only 25% of active shooters are stopped by law enforcement, other organizations responsible for large groups of people need to think about this type training as well.


Statistics on mass-murders and school shooters:

98% of active killers act alone.
Most will shoot until they are confronted and stopped.
They will have control of life or death over whom they choose.
An ambush is highly unlikely; they are there to accomplish their mission – a body count.
Hostage taking is very rare.
They do not negotiate.
They try to avoid police.
Surrender or escape is unlikely.
90% will commit suicide on site.

Note: These individuals will be no contest to a well-trained, capable

law enforcement officer willing to perform the task necessary.


Multi-Tiered Response:

Although the individual and or partner officer response is the most viable initial response for law enforcement, it is not the only response. TDI along with many others recognize that no one response is always the answer. In most areas of the United States we have trained in the different tactical formations with 3 to 5 officers. This is still viable depending on your time frames. Time is the single most sensitive issue. We can not afford to wait.
